Number One: Trump needs a real CoS (Read: Chief of Staff) that knows what the job entails. A strong Cos will fix all the other personnel problems.
EXECUTIVE BRANCH ACCOUNTABILITY
The problem root is monopoly. The solution is alternatives.
State monopolies are created by broad regulation, law & even taxes.
Monopolies are internal and external to the Executive Branch.
The alternatives are created either directly, Government shall make no law;
or indirectly, no law about these new choices.
The Executive Deep State is an internal monopoly.
Essentials are identified e.g. Social Security, Defense etc., on a rather short list.
Traditionally a ‘chainsaw’ personnel specialist is hired to take the hits, along with tax cuts.
External monopolies effecting the Executive Branch are ...
Global Banking: alternative dollars, audit the Fed, identify foreign enemies.
Tech monopolies e.g. Amazon, Facebook, Google: disallow software patents.
Broadcast Media e.g. ABC, NBC: end the 100 year spectrum monopoly.
1. Prosecute the crimanals in all government agencies and spheres of Government influence — this includes Clinton(s), Soros, Comey and ect... ect....
Nothing meaningful will ever get done while these people are around to mess up real reform.
2. Break up the government service unions. Worst government idea of all time. It allows the said criminals in #1 to gain and consolidate power.
3. Promote service to the country as a very honorable thing to do.
4. As it is in business, it is usually better to give those closest to the local level the tools and power to make decisions — while maintaining acountablity.
5. Establish a government office of best practices that will be a great resource for the local decision makers as well as businesses. One of the best practices to be reinforced is #4.
The Elites hate these ideas as it means they have to give up their centralized power to lord it over people.
IMHO, these things alone will generate dramatic improvements as well as bring out the best in people.

I seriously suggest to President Trump that he request the responsible House and Senate committees to begin several parallel undertakings, fully understanding that it will take them years to do so.
1) The reorganization of the federal judiciary in four ways: structurally, to eliminate bottlenecks and to insure judicial equity between the states, and the people; the reform of criminal a civil procedures, to insure an Article VI speedy trial, but a speedy civil procedure as well; the elimination of vast amounts of superseded *stare decisis* (judicial precedent) from the process.
Fourth, to strike numerous petty and redundant cases from being in the jurisdiction of the federal courts. For example, public school dress and speech codes clog the federal courts but are never resolved enough so they can’t be brought up again. Let them be handled at the state level.
If what amounts to the same of practically identical case is introduced to the federal courts more than a few dozen times, it should no longer be within the federal jurisdiction.
2) A complete revision of the tax code resulting in the *initial* elimination of some 80% of the code. Essentially starting over with a blank slate.
3) An easy process by which any federal employee or contractor can be reasonably and quickly fired for malfeasance, and stripped of any benefits due them, as well as barred from future federal employment or contract.
4) Create an “opt out” for all new enrollees of federal entitlement programs. That is, allowing citizens to opt out of belonging to the Social Security and Medicare entitlement, with their FICA taxes instead going directly to a private retirement and health account. Likewise, parents could opt out their children from these programs, so that when they become adults, they can choose to stay out or enter the entitlements.
The opt out applies to enrollment in Social Security, getting a REAL ID, even answering any question beyond an actual enumeration on census forms. You don’t join, so you never get benefits.
