There were 6 not voting Republican members on this amd (one was Steve Scalise ---not his fault obviously) who may have been able to make a difference if they voted. I don't know why the other 5 did not vote, but they were:
Rodney Davis
Sam Johnson
Raul Labrador
Mark Sanford
David Valado
Maybe some of these Republicans kind of have the hots for transgenders.

This is what happens when you have yahoo’s who never served in the military a day in their life making bad judgment calls for those who do put their lives on the line.
I try not to be uncomfortable around transgenders but the fact is I am uncomfortable around them. I wouldn’t want to fighting an enemy and have to depend on one to cover my back.
That's an important point to remember. The U.S. military can stop doing these useless, wasteful, depraved surgeries right now. They don't need Congress to tell them to stop.
In fact, they may already have done so -- or at least put them on hold for now. My local leftist rag had a sob-story article a couple of weeks ago about a few lunatics in the military who were whining because the military had put a moratorium in place on these procedures.
No. Trump is proving as it relates to the military that he is no social conservative. Trannies still roam free in uniform, the Army just published a policy to allow men to use women’s restroom facilities if they feel like a woman, women are still being put in the Infantry and Armor, homosexuality is not only condoned but encouraged and chaplains are still under assault for spreading the gospel.
