Yes, the two “accidents” are so similar that it is..... incredible (difficult to believe). I have to wonder if some nefarious actor is messing with electronic systems, although that would not explain such massive failings of watch and command which should be able to monitor nearby ships.

In ‘nam, we ALWAYS has a mid-experience to senior NCO with all officers, especially the young ones. As a 2LT, I was told by the Lt. Colonel that for the first 30 days I was “Sergeant First Class Williams’s messenger boy!”
As a young Captain, even in Base Camp, I would drink a lot of water (well, usually water) at night to ensure I would wake up a few times to pee, and also check the guard mount on the berm/perimeter.
I had ordered that the First Sergeant, XO and I were never to be within 10 meters of each other during a tactical situation or at night, so one mortar or rocket could never take out all of us, but when I would go out to check the guard mount, some how, “magically”, SFC Browne, the #2 NCO in the unit, would always appear beside me after about 30 seconds.
Just by watching his facial expressions, I could see if my decisions were headed in the right direction.

I guess the affirmative action navy is working out well. Obama clearly put officers who had the right politics above the people with the right skills in place.
The two round black shapes on her signal halyards indicate “vessel not under command”. In the Colregs, that means she is damaged enough to limit her ability to maneuver to avoid collision.
This is an outrageous disgrace! Not only does this demand an investigation as to the cause and remedy the citizens deserve an explanation.
We're starting to get into Carter-era idiocy here. I'll give the Secretary of the Navy a pass on this because he was just confirmed less than three weeks ago, but it might be a good time for Defense Secretary Mattis to update his resume.
That and we taxpayers are pretty sick of paying for the damage caused by the ineptitude being demonstrated...
