Mayor de Blasio signed a sweeping series of anti-smoking bills Monday as part of a comprehensive effort to help reduce the number of smokers in the city by nearly 200,000 over the next few years.
Nearly a million of people in the city still smoke, despite steady declines in smoking rates between 2002 and 2015, according to the health department. Speaking on Monday, de Blasio said he'd seen first-hand the impact smoking had on a family.

Let me guess, the Indians on the reserves near Ontario and Quebec and bordering New York State probably cheered because this dumb commie mayor just gave them a new market for contraband cigarettes.
And smokers don’t need to travel that far. When we lived in Pt Jervis, NY just across the Delaware in Matamoras, PA. are a bunch of relatively cheap smoke shops. Most of their customers are people who travel the 90+ miles from NYC to take advantage of the lower prices.
Back in the late 60’s a friend who was in the Army stationed in TX drove to CO to load his pickup with Coors beer that couldn’t be had in that part of TX. He made a killing. You could get rich with cigarettes.
The Mafia is going to have to open their own cigarette factory to keep up with underground sales.
Meanwhile any member of ISIS is welcomed with open arms.
And watch him cry when they lose the revenue.
So where will they make up the exorbitant revenue?

Cigarette smoking in America today is almost exclusively a habit of the poor. They're not going to pay $13 for a pack out of some some altruistic obligation to provide tax revenue if they can find someone selling them for less.

Living in Upstate NY we would always get smokes,fireworks and booze on the Reservations. I don’t smoke anymore but politicians who legislate vice have better things to do. Idiots like Kaiser Billy Wilhelm open up the Black Market and encourage criminal behavior. BTW,as the city goes on a anti-smoking agenda(don’t sell “loosies” or you may get the death Penalty)the NYC Police are told to turn a blind eye to Pot.
Meanwhile the city council passed a law allowing men of color to use the streets as toilets without arrest
