This the rights of the bums and the parasites do indeed outweigh the rights of the public who pay for the land, maintenance and upkeep of the park, the salaries of everyone involved in running the park, and the medical care, feeding and transportation of the parasites.

Nice to know that the parasites are indeed in charge of things, and us taxpayers are indeed the slaves.

This is a topic of great interest to me.

I know that many are mentally ill, or mentally unable to take part in society.

And others are so lazy and irresponsible that they are the personification of inertia.

Yet others are living below the "radar", with one or several warrants (including illegal aliens).

The problem? How to i.d. those deserving of our help?

And if this could be done with some accuracy, for the others?

Strong vagrancy laws with vigorous enforcement; and, finger printing, photographs and/or dna testing before free anything.

The children of the miscegenation of “One Flew Over the Cuckoo’s Nest” and Mitch Snyder! We, as a society, decided to empty the admitted warehouses of the un-sane (Cuckoo’s Nest) and then bowed to the grossly inflated counts of the MSM’s celebrated advocate, Mitch Snyder, to try to ‘rescue’ them.

This is the expected results, they have no worry about consequences as they are already at the bottom. They look for opportunities and exploit them because there is NOBODY that can further punish them.

The punished are the people talked about in this article, good decent everyday citizens who have NO RECOURSE in their governments. So in addition to their taxes and fees, they add this ‘societal fee’ to preserve what they had originally bought, a piece of beauty and value. Too bad, so sad!

I was at a recent city council meeting where they were discussing this. Some snowflake stopped up and told us all about a great program where the city used taxpayer funds to pay the homeless an hourly wage to clean up litter, mostly their own mess. It was given zero consideration

The state has no long-term solution for the homelessness issue.

Why don't you re-evaluate building codes, reform property taxes, get rid of Section 8, and stop treating landlords like evil bastards who should allow anyone and everyone to stay in their units at reduced or free rents.

You got developers chomping at the bit who could easily build micro-apartment towers for a reasonable price per month. And the units don't have to be 1,000 sq ft luxury digs; they can be motel-sized or even sleeping rooms that's still better than sleeping under an overpass.

But the Left won't do it because of all the rules and regulations landlords are forced to comply by.

The higher taxes and the cost of living go up then the more homeless people there will be. No one ever really owns there home anymore.

Yes, they had to close a downtown Tucson park as well due to homeless taking it over. Looks great now, just no people allowed to use it.
