Cloture ends debate and allows a vote. The vote has taken place. This is a simple tie, and with Pence overseas then there is nobody to break it.

I was wrong, Senator Go even finished his fruit cup and cast his vote. So cloture was agreed to, 48-47.

I believe the vote has to be a majority of those sworn, so it would have to be 51. Nope, just a majority of those there so long as they have a quorum. And 94 far exceeds a quorum for doing business.

Hoeven just showed up and voted. The motion was passed (48 to 47). C-Spans crawler says Senate advances nomination of Grasz. whatever that means.

Debate is ended, they can vote on the nomination in 30 hours.

I believe it’s just the majority of a recognized quorum which I believe is a total of 50.
So at 47-47, close the vote and I believe Pence can break the tie.
Used to be 2/3 to cloture, but this is one of those cases where Harry ‘dumbass’ Reid introduced us to the nuclear option.
