If he “stammered” it was because he was trying to answer without revealing secret prosecution info in open hearings.
Here in New Mexico the judges let the criminals out of the jail before the police can even complete the paperwork. It is happening over and over, all the way from murder to vehicle homicide to robbery to assault to child abuse to ... The main reason given is either the person does not seem to the judge to be a threat to the population (even though they have multiple arrests and convictions) or the criminal seems to be so nice. And these are the statements from the judges.
