Yeah - because so many who have been on welfare for generations have made vigorous efforts to become self-sufficient...Let the Cities/States that want to do this have a go at it - more and more workers will relocate...

Handing out free stuff is the method they believe will work, it’s only failed because they haven’t handed out enough free stuff.
Sorta like gun control, it doesn’t work because they haven’t implemented enough gun control yet.
It’s a socialist utopia aspiring to be Cuba, but with an invasion of aliens not unlike Sweden, primed to crash like Venezuela. The decline and collapse is so predictable, but they will expect American taxpayers to save them when it happens. We can only hope they actually manage to secede from the Union they so despise.
