Checking federal employees and private contractors is a laborious process that requires an extensive background check and an effort to judge a person's trustworthiness. Ninety-five percent of all background investigations are conducted by the National Background Investigations Bureau, which does some of the work itself and contracts the rest to private firms.

Back in my Q clearance days in the 80’s it was done by the Office of Personnel Management. They would go around and talk to all of your friends, family, and neighbors.

The initial screening was done by contractors

It is completely broken. OPM is incompetent and the loss of taxpayer money due to delays and thus the inability to support the mission is almost incalculable.

My daughter has a friend who does this for one of the private contractors. His resume prior to that consists of fry cook at Wendy's and doing desktop support for a local government.

His main qualification was that he was willing to move to a remote West Virginia town where this job was located, thanks to the largesse of the late Robert C. Byrd.

This is not news to me. Just look at who worked in the WH for Obama. It will take years, maybe decades, to recover from that.

It’s amazing to me, especially considering the problem with leaks from the WH, that security checks didn’t have to be completed before people joined the WH staff. (That includes the prince and princess. I wonder if they have the judgement and life experiences to handle WH intrigue). Keep in mind that people in sensitive positions with serious background flaws can be exploited by holdovers who are out to destroy the Trump administration.

In the early 80s when I had my first extensive background check...it took around 120 days. By 2009, they’d reached the stage where it took almost fourteen months. I asked the last guy doing it why so long, and his view was that you had way more people with higher clearances than what you had in the 1980s. You had tons of people in Homeland Security with the higher clearance, and as he said...90-percent of them just needed a plain regular secret-clearance.

I would agree with the intel boss that the system is fairly broken. But to resolve this, you’d have to agree to dump 50-percent of folks from the TS-level and get a whole new mentality about the logic behind the investigation.

FBI says it closed its investigation on Porter months ago.

The question remains whether Porter passed the background check for a security clearance or not.

Whenever the ‘Rats destroy or abuse something intentionally we are informed that it is “broken”.

The immigration system is broken.

The welfare system is broken.

Social Security is broken.

The electoral voting system is broken.

Now, after more than 25 years of ‘Rats abusing the system for conducting background investigations, we are informed that the system is broken.
