When Bill Clinton was president, when he could have helped the base of the democratic party, he would go to a fundraiser and keep the money and not spread it out to help their party.
Hillary did the same thing. The 2016 campaign was actually starving because Hillary would not allow money to be spent unless it was on her and her alone. Donna Brazille begged for money for signs in those hinterland states and Hillary said no. Another reason why she lost.
Ya have a number of decades of doing that and you end up with a rickety base from which no true growth can take place. So, it cracks me up when the lamestream media announces that the next midterm election will be a bloodbath for the Republicans.
