It’s my guess that Sessions has been and is looking for a way to make a face saving exit. And, should Trump fire Rosenstein he would have it. And, as you correctly stated Rudy would replace him. In fact, I think this scenario is baked in the cake to happen as soon as Rudy and Mueller shut down the Russia collusion investigation.
