PANAMA CITY, Fla. (WFLA/CNN) - A looter was shot and killed by authorities in hurricane-ravaged Panama City, according to the local CNN affiliate in the area.
WEAR reports the shooting happened near the Tidewater Estates and Dune Creek area in the days following Hurricane Michael. A witness told them the man who was shot was trying to steal a law enforcement vehicle.
"He yelled at me a little bit and said, 'Oh, I'm looting.' And he opened the door to the police officer's SUV with the lights going. Got in it, shut the door," Landon Swett said.
Swett told WEAR he saw the officer at the passenger side of the vehicle and then heard a shot fired as he ran inside with his family.

Most cities allow looters to go in and take whatever they want. So, they have a lot of looters. Shoot them and you won’t have as many.

The looter was pushing his luck to loot a police car with an officer standing right by it.
He could hardly say that he found it before it was lost with officer next to it

The wife of a deputy phoned a radio station and said they were all absolutely exhausted.

I’m curious: after the 2004 - 2005 hurricane season FL mandated numerous infrastructure upgrades to lessen the impact of a hurricane.
One of these upgrades was each cell tower had to have a generator.
Are you all finding cell communication easier? I realize that the towers themselves are probably overloaded with connections but at least they should be active.
I am a firm believer that just ahead of any big storm like this and Katrina and Andrew, notices should be put up on line, on radio and TV and especially on billboards that Looters Will Be Shot. There should also be follow through. Same thing immediately following major earthquakes or at the beginning of devastating floods devastating floods.
