LE and prison personnel have seen this many times.
They find a cop then do something like vandalize a traffic sign in front of him and resist arrest. Then they get housed for the winter and have medical issues addressed while living in Hotel Taxslave until spring.
The point is not to get put away "forever" but to only do short stints when "needed".
Maybe he did want a longer stretch (if he did it which Im doubting) then as a person with a felony record you just peg a cop witha rock and wait to get arrested. You go to a school with a stick and run around shooting the kids to get into the mental health hospital and possibly play that into a protective placement in some nice neighborhood.

At least some of the devices found in the wave of suspected pipe bombs mailed to prominent political and media figures had no possibility of exploding — because they contained flaws in the way they were made, several investigators told NBC News on Thursday, based on early analysis.
In a few cases, the flaws were substantial, the investigators said. In others, the defects were more subtle. But there’s still no way to know at this point whether the deficiencies were intentional — to make convincing hoaxes — or simply the result of bad design or construction, the sources said.
The investigation’s analysis is far from complete, as some devices have yet to be analyzed in any kind of detail...

am sure they could all have been examined by now...
but if they were, and all were declared to be duds, the narrative would have to shift. delay delay.
I think PVC pipe was used in at least some of these. With black powder if they detonated it would produce at best/worst a flare.
