Senate Democratic Whip Dick Durbin (D.-Ill.) is urging President Donald Trump to help reduce shootings and homicides in Chicago by increasing federal investment in housing, economic development, job training, education, public health and community policing.
As you prepare your Fiscal Year 2020 Budget Request, I urge you to use this budget framework as an opportunity to support efforts to help reduce gun violence in Chicago, rather than scapegoating the citys challenges to promote ideological political agendas, Durbin told Trump in a letter sent on Dec. 13.
I urge you to prioritize federal support and resources that will help Chicago reduce violence by expanding economic opportunities and addressing health and education disparities in the hardest-hit communities, Durbin said.
The number of shootings and homicides that Chicago continues to experience is tragic and unacceptable, Durbin told Trump. [ ]
Reducing violence in Chicago requires a comprehensive approach involving partnerships with local education and health officials, law enforcement, community stakeholders, and the federal government. FACT: Kentucky’s constitution states that voters cannot be arrested while voting, on their way to vote, or returning from their vote except in the cases of a violation of election laws and breach of surety of the peace. The voter registration rolls at the polls have no indicators whether a voter owes child support or has outstanding warrants against him or her. Outstanding arrest warrants, traffic offenses, unpaid parking tickets, or unpaid child support do not impact a voter’s eligibility to vote.

Heres the last and maybe most surprising right you have as a voter: privilege from arrest (kind of).
This part of the Texas Election Code mirrors a provision in the Texas Constitution and some other state constitutions.
According to the Texas Law Library: Its purpose was to protect against abuses of the arresting power by authorities who might have sought to influence elections.
It basically prevents the police from waiting at polling places to arrest people with some outstanding warrants except in cases of treason (!), felonies or “breach of the peace.”
“’Breach of the peace’ would cover most crimes other than felonies,” the analysis from the Law Library continues. “So the privilege would seem to extend primarily to arrests in civil suits - once a fairly common practice but almost unheard of now.”
But the Texas Secretary of States office gives this example:
If a voter has an arrest warrant out for unpaid speeding tickets and is afraid to go to the county courthouse for fear that he/she might be arrested, the voter is assured under this provision of the law that he/she cannot be arrested while going to cast a ballot or returning from casting one (with those three notable exceptions treason, felony, breach of peace).

Besides, it is a political trap. Even if President Trump does increase funding, it will inevitably fail. Then the 'rats could (and no-doubt would) lay all the problems at the President's feet - his fault for ineffective measures etc.
"Federal investment" is a euphemism for forcing red-states to pay for the mistakes of blue states.
To prove this, let's try an experiment: suppose the National Popular Vote proponents were to suggest an interstate compact where states equaling 270 electoral college votes agreed to share their costs for "housing, economic development, job training, education, public health and 'community policing'" instead of their electoral college votes for President.
How many states would join this compact?
The answer is obvious... Democrat states want to force Republican states to pay for their problems, instead of asking all the Democrat states to band together and share the costs for fixing each other's problems.

Can Dick ask Trump to build a wall around the black community? Imagine allowing the BC to police themselves as they see fit behind their own community walls, with check points and guards, residency documents, etc., and if they want criminals given early release then they can have it at the same time. Give them a grant to pay for necessary expenses, food stamps, but make sure that all residents pay taxes at the same time. Build those City Walls and see what crime stats look like in 24 months.... Would we see a population eating each other literally, or would law and order prevail. We need just one place like Chitown to implement a fence to keep crime in and out. Imagine forcing residents behind walls to act civilized and law abiding when they are outside their residency walls, but at the same time do what is acceptable within their communities as long as it is in their own communities.

Dick Durbin is a moron. He obviously has never heard of states’ rights and that they have to ask for support to get it. The POTUS cannot just cross their border to do anything except defend the country as a whole.
According to the use of the 10th Amendment to the Constitution, which idiot Dick has not read apparently, it defines as The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. The Tenth Amendment protects Americans from big, intrusive federal government action. And along with the Ninth Amendment which warns against drawing any inferences about the scope of the peoples rights, they will not let the federal government take action without request. Like I said, Dick’s a moron. I always thought knowing the Constitution would be a major part of a senator’s job. Guess not.
