I am not buying the “without pay” part. Watch for the correction on that. If “without pay” were a thing, then why not military and TSA and FBI “without pay”.
This is either a bureaucratic snafu or and engineered propaganda lie.
Military is already funded. FBI and TSA are “shut down”.
Essential staff are required to report for work and they will all be paid -eventually. Paychecks may be delayed until the budget impasse is resolved.
All of this has happened before in previous "shutdowns". Everybody gets paid, including the folks that were on furlough and not working. That is what will happen this time too.
The ones that get screwed are the contractors. They don't get paid for lost time, and if they are shut down long enough they will be permanently gone. Gotta pay the mortgage or the rent somehow.

I’m sure that it is really “to be paid later”. So if an air traffic controller puts in 40 hours this week, he will be paid for those 40 hours. The only question is when.
One of my friends is an air traffic controller and his paycheck yesterday was -$96.00. No pay but a deduction for health insurance.
