“Lost notes or files” should result in immediate prosecution for all involved. It’s not a valid excuse in the age of multiple network backups.

Tell the FBI you lost some documents they want and see what happens to you.
The FBI should be told to find the notes or pick up their pink slips.

If I were the Judge:
I would immediately hold the government lawyer and the FBI stooge in charge of these records in CONTEMPT of COURT and Jail them for 90 days, then ORDER #2 to appear the next day and JAIL him for Contempt, just keep going down the line until they are ALL IN JAIL!!
The responsible parties need to be held in a jail cell in contempt until such time as the lost notes can be found and produced in full. No more accepting their convenient oopses.
