My wife, who was the head RN in a busy family practice of fairly high income patients agrees with you.
She feels that Nancy reminds her of many of their high income female patients addicted to Botox and Plastic surgery. They have had so many plastic surgeries their CNS has been damaged/altered. Their behavior to others is often hostile with no real reason to be that way.
Too many same day surgeries seem to have a negative cumulative impact on the mental status of the abusers.
Barbara Boxer was a similar person, addicted to plastic surgery and Botox. Her mental status was so unpredictable. Her staff would not allow her to participate in live press conferences the last few years of her $inate term.
Boxer and Nancy have the same angry/hostile frozen glaze on their faces and make a lot of errors when they speak.

I think that there is an organizational vote at the beginning of every session that determines parliamentary rules for that session. Generally those putting together the material for the vote will begin from a template based on what was passed last, but whatever is passed will be the parliamentary rules for that session. Beyond what the constitution specifies, each house in congress determines its own rules for its specific session.
