Before any dirt had been bought and paid for from Steele, Hillary had Nellie Ohr of GPS Fusion construct the outline of the narrative that became the Steele dossier. The phony Steele memoranda that he composed were folded into the narrative over time.
Nellie then fed the fiction to her husband, Bruce, at the FBI where it was disseminated to multiple FBI investigators and used to obtain the FISA warrants to spy on Trump and his associates.
This is a slam dunk obstruction of justice felony case if John Durham has any bandwidth left to pursue it.
