If I were Trump, I’d allow all businesses to open now.
Each business would have have patrons sign a waiver stating:
1. The patron is not sick.
2. The patron accepts all risks with utilizing the goods or services of that business, including any infectious disease contraction, and releases owner from any liability.
This would put the entire responsibility into the hands of the business owner and consumer, and out of the governments hands.
Individual businesses and consumers could then self-quarantine as they choose.
That sucks for the locals. But New Jersey is really no big deal in the economy.

Face it. There will be no “normalcy” until there is a safe and effective vaccine. Will people attend athletic events, go to restaurants, movies and congregate voluntarily in ways of old even if the government “reopens” the economy? People are scared and will not easily resume prior behavior patterns. And yes there are ideologues and politicians who will take advantage to advance their agenda in the “new reality”. Read Orwell and realize that fear is the most potent manipulator that despots have to advance their influence and power.

I think it all hinges on the number of businesses that fail and people that become unemployed. Not every problem attributed to the shutdown can be solved nor even postponed by printing money and sending out checks.
The longer we go on in lockdown, the more business we’ll see fail. Even the ones that can open will be behind a curve that may not be recovered from. For example: suppose restaurants, bars, and theaters can open, but only to half capacity while observing distancing?
They’ll have to raise prices to compensate, which will make going to such places prohibitively expensive. How many and for how long can businesses survive serving only half or so of their customers because of social distancing measures?
I think if we delay reopening the economy—and at the roll under restrictions I keep reading about—we still risk the economic recovery and the livelihood of millions.
