Meh. Most people with Down’s syndrome I’ve known are quite civilized, so I don’t think that argument holds much water.
Behavior patterns are much more dependent on proper socialization (or lack of it) during child development than they are on intelligence.

I suspect it has more to do with a lack of family structure and positive role models. Children model their behavior on whatever their day to day experience is. As they grow into adulthood, behavior patterns solidify.
There’s something to be said for freedom of association.

The reason blacks were excluded 100 years ago from lunch counters is the same reason this guy is doing it. When only a small percentage of an identifiable demographic behaves properly the business owner simply doesn’t have the time to work one-on-one with customers to determine their suitability.
If younger people were the identifiable problem demographic then their may be an age limit. Maybe suit wearing people harm the business. Maybe construction workers are the problem so suits are required.
Whatever it takes, businesses need to protect themselves. Government must be open to all, but even then proper behavior is required or else government services like courts and DMV may be denied.

I feel terribly sorry for those blacks in black neighborhoods that have worked hard to build a business only to have their businesses, their livelihoods, destroyed by their fellow blacks who claim Black Lives Matter.
This will not end well.
