This idea of requiring a test before dining is ridiculous but IF a venue requires a covid-19 test then the venue should pay for it. It’s the cost of doing business.

Get some friends .... have each one bring a dish & fine bottle of wine - rotate houses or if you have someone willing to ‘host’ on a regular basis, do that. This will be cheaper than $50/person before you even get to a table - the food will likely be better, too.
I do not go out to eat any more. Tired of paying prices (that would keep me in groceries for a week) for food that is nothing special if not marginal, not prepared in a healthy way, & paying a price for a glass of wine that would otherwise buy an entire bottle of wine that is decent. Service is usually pretty not-so-great either.

There is a false negative rate of 20% or so. While false positives are near impossible.
Rapid tests are an OK way to see if one person is positive but a very poor way to ensure everyone in a room is NOT
