The building might lack a proper tuned mass damper. Without it, just the right, or wrong, wind could begin to create ever increasing swaying.
Think of pushing on a swing with your hand. If you apply even a light push at the right time, you can force the swing to go higher and higher. The wind, even a light wind, could produce the same effect in the right circumstance.
