Former Pennsylvania Secretary of Health Dr. Rachel Levine, who coordinated the commonwealth’s initial response to the coronavirus pandemic before being appointed to the Biden administration, has been named among the Women of the Year by USA Today.
Levine, the U.S. assistant secretary for health for the U.S. Department of Health and Human Services, and the head of the U.S. Public Health Service Commissioned Corps., is the nation’s highest ranking transgender official.
“I really feel that everything I’ve ever done, whether it was in academic medicine, in education, in clinical research, seeing my patients in my role in public health, in Pennsylvania and now my role nationally has all led to this moment in terms of helping the nation through this greatest public health crisis that we have faced in over a hundred years,” Levine told the national news outlet.
The 64-year-old trained pediatrician spent years leading Pennsylvania’s health department and gained a higher profile with her work coordinating the state’s response to the coronavirus pandemic. Biden brought Levine into her high-ranking role in his administration in January 2021 with her nomination to the federal post. The U.S. Senate confirmed her nomination to the federal post in March last year.
A four-star admiral in the U.S. Public Health Service Commissioned Corps, Levine becomes the nation’s first openly transgender four-star officer across any of the uniformed services of the United States. She leads a group of 6,000 uniformed public health officers, and is the first female officer to lead the corps.
Levine, who has spent her professional life in medicine, gained national attention and that of the White House as she navigated the politically-charged atmosphere in 2020 surrounding COVID-19. As secretary of health for the commonwealth at the height of the pandemic, Levine largely faced criticism about actions related to nursing homes and the level of COVID-19 testing in the state.
Levine also fended off hateful, transphobic attacks both at the state and national level, but has maintained a poised reaction at every pace: “I have no room in my heart for hatred and, frankly, I do not have time for intolerance,” she said last year in the wake of verbal assaults.
Levine, born in 1957, was confirmed by Pennsylvania’s Republican-controlled Senate as physician general in 2015. Gov. Tom Wolf named her state secretary of health in 2018. She has spent her entire career in medicine, including as an academic, a clinical researcher and primary care physician.
Levine has long been an advocate for women and awareness of the challenges women face to meet beauty standards in this country. She ran an eating disorder program at Penn State University .
“We need to be welcoming and celebratory for women of all aspects, of all sizes and shapes,” Levine told USA Today. “And we have to work towards that compassion for all women and not put such an emphasis on thinness and appearance. I think that we need to work as a culture in the United States, but also globally, to be more compassionate and more accepting of girls and women, no matter what their size and shape.”
The USA Today’s Women of the Year honor recognizes women across the country who have made a significant impact. The annual program is a continuation of Women of the Century, a 2020 project that commemorated the 100th anniversary of women gaining the right to vote. Other honorees include Vice President Kamala Harris and Olympian Simone Biles.
