plus the citizenship question could not be included because the census bureau violated the administrative procedures act

What are the Census Response Rates by state?
Do some states have lower Response Rates?
If a Household does not respond, how can the people be counted?

The Deep State bureaucrats deliberately dragged the closing of the 2020 Census past the point where the Trump administration could affect their maneuvers.
I was an enumerator - and I detected that the Census IT guys were injecting old data into our work streams in order to "stretch out" the last operation, by having us clean up the old data - that had already been dealt with in previous operations.
My bosses didn't know that I was a professional database manager/programmer in a previous life...
