They’re going to want to know how he got the flag. Flags are raised and then lowered for the purpose of congresscritters giving a "flag that flew over the capitol" to constituents. There is likely a link on your critters website if you want your own.

It’s a routine Constituent Services thing. They (Representatives/Senators) regularly take a bunch of flags up on the roof and run them up for a few seconds and then back down.
