Ukraine’s military has set up positions on the eastern side of the Dnipro River near Kherson city, the Institute for the Study of War cites Russian military bloggers as saying.
Infiltrating the area could be a first step towards trying to dislodge Russian forces from positions they are using to shell and shoot at Kherson. The constant attacks have made it impossible for residents to return to normal life months after Ukrainian troops liberated the city from occupation.
Ukrainian military forays across the river could also mark the first tentative steps towards launching a long-awaited spring offensive to reclaim more territory.
“This is the first time ISW has observed reliable geolocated imagery of Ukrainian positions on the east bank along with multi-sourced Russian reports of an enduring Ukrainian presence there,” the thinktank said in an update.
The Russian military bloggers said Ukrainian forces had established stable supply lines to their positions and “regularly conduct sorties in the area”, the ISW said.
The reported positions were in marshy areas of islets and tributaries near the settlements of Oleshky and Dachi, the report said. Russia still holds those settlements.
A Ukrainian military spokesperson for the southern region declined to comment on reports that Ukrainian troops had achieved a foothold across the river.

Good questions. Ukraine has about 1 million men under arms, Russia has about 600,000. Over the entire front no one has an edge, but the front is 1000 miles. The goal of any Ukraine offensive would be to hit with 200K soldiers an area defended but 20K Russians.
I imagine the Ukraine strategy to do this will take three parts:
1) Make a lot of noise about parts of the border they don’t plan to attack. We have seen them do this with Transnistria, Kherson, and Bryansk. All of those moves have forced Russian defenders to redeploy to those regions.
2) Feints. Launch actual attacks on the front to get Russia to commit its reserves
3) Offensive: Once Russia troops are out of position make use of inside lines and Ukraine’s greater mobility to hit the weakest part of the Russian line. Breakthrough, and then roll over the Russian fortifications from the side and rear.
They only have to apply those numbers in the right place at the right time with the right weapons.
Russia does not have the men or resources to man the shoddily made defense lines in the south.

The idea is not to take lots of territory, it is a war of attrition. Grind down and decimate the troops of the opponent.
Russians have been successful at that. Creating cauldrons and leaving one side open so that the opponent keeps sending in troops to get shot down.
If they were all about taking it fast, they would have done that.
