17 October 2001

BBC Monitoring has continued to observe US PsyOps Information Radio
broadcasts aimed at Afghanistan. It was heard on Wednesday 17 October
broadcasting in Pashto and Dari on 8700 kHz in upper sideband (USB) 
at 0030-0530 gmt. The reported mediumwave frequencies 864 and 1107 
kHz were not observed. 

The USA Today web site, http://www.usatoday.com carries excerpted
transcripts of the US PsyOps broadcasts:

The Pentagon's propaganda offensive to win over the Afghan people and
demoralize Usamah Bin-Ladin's forces is led by Air Force EC-130E 
"Commando Solo" aircraft that are broadcasting 13 different scripts. 
They are recorded in Pashto and Dari, the two most common languages 
spoken in Afghanistan. Excerpts from some of these messages:

"On 11 September, the United States was the target of terrorist 
attacks, leaving no choice but to seek justice for these horrible 
crimes. We are here to take measures against the terrorists that have 
rooted themselves in your country. It is not you, the honourable 
people of Afghanistan, who are targeted, but those who would oppress 
you, seek to bend you to their own will, and make you their slaves.

These terrorists and oppressors are currently in your country, 
undermining your economy, your rights as citizens, and your place 
within the international community. It does not have to stay that 
way. But the battle against these fanatics that feed off the blood of 
the Afghan people cannot be won without your help.

It will take the combined efforts of the international community and 
you to remove these evil people from Afghanistan. Take the following 
action: Do not give food, shelter, or any type of aid to the Taleban 
or Usamah Bin-Laden. This will be a great help in the effort.

We have no wish to hurt you, the innocent people of Afghanistan. Stay 
away from military installations, government buildings, terrorist 
camps, roads, factories, or bridges. If you are near these places, 
then you must move away from them. Seek a safe place, and stay well 
away from anything that might be a target. We do not wish to harm 
you.

With your help, this conflict can be over soon. And once again, 
Afghanistan will belong to you, and not to tyrants or outsiders. ... 

"Just as the blood stains the apron of the butcher, unjustly shed 
blood remains on the hands of the murderer" (Afghan poem). On 11 
September 2001, thousands of people were killed en masse in the 
United States. Among them \… was a 2-year-old girl. Barely able to 
stand or dress herself. Did she deserve to die? Why was she killed 
you ask? Was she a thief? What crime had she committed? She was 
merely on a trip with her family to visit her grandparents. 
Policemen\… fire-fighters \… teachers \… doctors \… mothers
\… fathers \… sisters \… brothers all killed. ... WHY? These people 
did nothing to warrant the kind of wrath inflicted upon them. 

Thousands of good people died on that day at the hands of terrorists.
Deluded fighters that prey upon the unsuspecting and the innocent. 
They are cowards that hide in shadows and strike at the weak. They 
strike out at expectant mothers, the elderly, and at little children. 
They fire their weapons blindly inflicting death and destruction upon 
the innocent. They hide like cowards and strike from afar, then 
return to the safety of their shadows before they can be caught. They 
believe they are heroes, Ghazi [Dari word meaning champion against 
infidels] warriors triumphing over the evil of the West. However, the 
truth is ... they are murderers and do not represent Islam.

.. It is now that we ask for your help and support in seeing those 
guilty for these crimes brought to justice. ... Terrorists and those 
who harbour terrorists must be stopped.".

"Do you enjoy being ruled by the Taleban? Are you proud to live a 
life of fear? Are you happy to see the place your family has owned 
for generations a terrorist training site? Are you proud to live 
under a government that harbours terrorists? Are you proud to live in 
a nation ruled by extreme fundamentalists?

The Taleban have robbed your country of your heritage. They have 
destroyed your national monuments and cultural artefacts. They rule 
by force, violence and fear. They insist that their form of Islam is 
the one and only form, the true form, the divine form. They see 
themselves as religious experts. They seek to rob you and your nation 
of its past. That which has brought you together as a nation over the 
past thousands of years is being slowly torn apart. They destroy your 
national treasures. They also harbour terrorists.

United States forces have come to stop Usamah Bin-Laden and to shut 
down the terrorist camps once and for all." ...

"Attention Taleban! You are condemned. Did you know that? The instant 
the terrorists you support took over our planes, you sentenced 
yourselves to death. The Armed Forces of the United States are here 
to seek justice for our dead. Highly trained soldiers are coming to 
shut down once and for all Usamah Bin-Laden's ring of terrorism, and 
the Taleban that supports them and their actions.

Our forces are armed with state-of-the-art military equipment. What 
are you using, obsolete and ineffective weaponry? Our helicopters 
will rain fire down upon your camps before you detect them on your 
radar. Our bombs are so accurate we can drop them right through your 
windows. Our infantry is trained for any climate and terrain on 
Earth. United States soldiers fire with superior marksmanship and are 
armed with superior weapons.

You have only one choice. ... Surrender now and we will give you a 
second chance. We will let you live. If you surrender no harm will 
come to you. When you decide to surrender, approach United States 
forces with your hands in the air. Sling your weapon across your back 
muzzle towards the ground. Remove your magazine and expel any rounds. 
Doing this is your only chance of survival."

"Attention, people of Afghanistan! Aid is being dropped by plane at a 
very high altitude using large parachutes. These parachutes slow 
their descent. Despite the parachutes, the bundles will still fall 
very fast. These bundles will drift and shift directions due to wind. 
These bundles may appear small, but they are in fact very large and 
heavy. Do not stand directly below them. Let the bundles land and 
settle before you approach them. If you follow these instructions you 
will not be injured. 

The bundles are filled with food, water, and medical supplies. The 
bundles will not contain any military related supplies or equipment. 
These have been given to you by the United States in an effort to 
show our support for the fair people of Afghanistan."

Pretty good, straightforward. They are also broadcasting Afghani music and "talk" between two men interspersed with the monologue. These apparent Commando Solo broadcasts can be heard in the United States at 8700 kHz, USB, at various times (notably, 0033 to 0200 UTC; 8:33 PM to 10:00 PM Eastern Time).

Why on 8700 khz, Upper Sideband? That requires a rather sophisticated, expensive receiver not used by ordinary people. Would be much better on the regular AM (what the Brits call "medium wave") or FM.

They are also broadcasting on two mediumwave ("commercial AM dial") frequencies. I admit, I'm also confused why they are broadcasting the shortwave in upper side band rather than the typical big-station mode; but maybe the typical SW receiver among Afghanis has USB/LSB modes.

Unless it is for the purposes of wider propagation for a larger international audience.

This is a point of confusion: On the one hand, a retired Commando Solo officer interviewed by the BBC stated that we are dropping pretuned radios (although, these should have three pretuned freqs, as there are three freqs being broadcast); on the other hand, the Pentagon has stated that no radios are being dropped.

Wonder how one would air-drop radios, anyway?

The pretuned frequencies, if that is what they are doing, may be tuned to specific frequencies depending on the area in which they are being dropped. The text in the article above is not from one continuous message, but excerpts from several. Clearly some messages appear to be directed to refugees, some directed towards people in cities, and others directed to the Taleban itself. I don't think these messages are simply being transmitted in a loop, one after another, so that everyone in the country hears the same ones. I can see where there would be an advantage in dropping radios capable of picking up only messages of friendship in refugee areas, while in Taleban areas the messages of surrender would be more suitable. (Though there are bound to be people who have perfectly tuneable, standard radios who could hear either.)

I didn't hear the pentagon deny any reports of dropping radios- rather, I've seen one report on TV where the press flashed pictures of the type of radios in question- very light, cheap things, not Boze radios, LOL. Perhaps it was in an early plan and someone nixed the idea. If the pentagon is denying it, I wonder where the picture came from and why they reported it? I would also wonder why anyone bothered to ask the question of the pentagon since it hardly seems like the kind of question a reporter would ask... it is not controversial enough to waste a question opportunity on it.

Whether the radio thing is true or not- the Afghans themselves appear to have no shortage of boomboxes in their marketplaces. It's odd, since they banned TVs and music, etc, but they still allow the sale of the boomboxes in the towns for 'listening to taped religious readings.' It is quite probable that most villages have at least a few boombox owners whose devices recieve radio as well as play tapes, so perhaps no radio drops are required.

US defence secretary says no radios airdropped

The following is an excerpt from a US Department of Defence news 
briefing given by US Defence Secretary Donald Rumsfeld in Washington 
on 15 October. The full text of the briefing is posted on the

[Rumsfeld] ...Through leaflet drops, which began this weekend [13-14
October], and radio broadcasts into Afghanistan, we're working to 
make clear to the Afghan people that we support them, and we want to 
help free their nation from the grip of the Taleban and their foreign 
terrorist allies.  

The war is being fought on many fronts, as you know - military,
humanitarian, information, diplomatic, financial, as well as 
economic. All of these are critical elements in a long, sustained 
campaign that will continue until we have finished the job of rooting 
out terrorist networks and putting them out of the business, not just 
the Taleban and the Al-Qa'idah, but other networks in other nations 
as well....

[Question] ...You are doing radio broadcasts daily now in several 
different chunks of time. Will you release to us what the message is 
that you are sending to the Afghan people so we have some idea of how 
the US is communicating with them? 

[Rumsfeld] I would guess we could do that. I have not read it myself, 
but it's - I can't imagine why we wouldn't. It's out there in the air 
floating around. 

[Question] But it hasn't - is it stuck somewhere in the -  

[Rumsfeld, interrupting] Probably in my office along with 85 other 
things. 

[Question] Have you also dropped - sir, have you also dropped radios, 
Mr Secretary, so they can pick up the - 

[Rumsfeld] I don't think we have yet. There was talk about that, but 
I don't think it's happened.
