The White House released its new national security strategy Friday, setting out President Bush's policy of taking pre-emptive action instead of trying to deter or contain hostile states and terrorist groups.
"The United States can no longer solely rely on a reactive posture as we have in the past," the new 33-page document reads. "We cannot let our enemies strike first."

The fact that all 18 hijackers on 911 were going to die did not deter them. It urged them on. They were going to eternal life and luxury in total happyness. Eternal life and luxury in total happyness is an attraction not a deterrent.
Maybe the proper "deterent" in this case would be to tell this enemy, who incidentally has a deep aversion to a certain barnyard animal, that from now on, a death and burial at our hands will guarantee that he will face allah totally dishonored and ineligible to enter heaven.
Well, if those countries were as fat, happy and stupid as American leftists, they'd never figure it out until they'd already been hit and beaten.
