Fulbright was a Rhodes scholar (B.A., 1928; M.A., 1931). In Senate, he was pro-internationalist, pro-communist, anti-Constitution. Very fitting for klinton to be there.

You are exactly right! Fulbright did not vote for the Civil Rights Act. He was opposed to desegration as most southern Democrats were.
