Police Dept. Indictments Rattle San Francisco

SAN FRANCISCO, March 4 — The police chief was on medical disability today, apparently suffering from high blood pressure, and no one knows when he might return to work.

The Police Department was being run by a little-known deputy chief, Heather J. Fong, whose rise to the top was so unforeseen that the personnel office scrambled to pull together biographical information on her.

Ten members of the department —including the chief, Prentice E. Sanders; the assistant chief; and two deputy chiefs — pleaded not guilty today in Superior Court to criminal charges ranging from conspiring to obstruct justice to felony assault.

Some of the radio reports I have heard, and print reports too, don't even mention the key fact that the young cop who started the assault in the first place was the assistant chief's son - Alex Fagen, Jr. He was on double-probabtion because he screwed up his first probabtionary period. He had already been written up for unsubordination and unnecessary use of force.

Yet the brass and several fellow cops thought this guy was worth putting their careers on the line to protect? What a dumb move. The should have just let him take his lumps and all this would be forgotten by now.

Even the son of the DA prosecuting this case, Terrence Hallinan, had a similar dust-up and served probabtion - no big deal. His dad did not try to protect him from all repercussions and it all blew over.

Also it is very key that the chief took a medical leave instead of an unpaid leave of absence like the others. With a medical leave the chief can retire at full pay later this year. If he were to take a leave that would screw up his retirement. So there is no possible punishment for the chief, good buddy of da mayor Brown.

According to a study by the SF Chronicle (yes I know it is a liberal rag) the SFPD had the lowest conviction rate for violent crimes among big cities in the USA. It was something like 25%. The whole city is corrupt through and through not just the PD.

Obviously the 25% convicted were caught praying out-of-doors or reciting the Pledge with the words "under God" still intact.

Also, do a "Google" with the following query: ACLU and Second Amendment.

The position of the ACLU is that the 2nd Amendment is a "collective right ", which is essentially an oxymoron. If voting is a "collective right", it is also most certainly, an "individual right". I don't think a right can exist collectively and NOT be an individual right in actual consequence.

The only limitations I can find in the Constitution that apply in a collective sense, but still wind up as being individual, in the actual sense, are the age limits on Representatives (25), Senators (30) and the President (35).

If the only Constitutional limits to holding office are age (maturity), than that criteria may be the only Constitutional impediment to to owning a firearm.

Additionally, the concept that a "right" is collective or "individual" is linguistic acrobatics and is logically meaningless. A right exists or it doesn't. If a right is considered as "collective" in order to limit its "individual" exercise, the right is to be considered as being "infringed".
