The Constitution and the abiding if tereaties as law of the land. No mention of course that the UN authorized any member states to act if Saddam did not comply.

There is NO mention about the Stain Maker starting a war in Bosnia with no permission from any entity nor does he decry Clinton for lobbing a few bombs in Iraq with no provocation just before his impeachment proceedings.
