Wildly speculating, but it could be that, although someone had the goods on him, they didn't want to do a scorched earth and hoped he'd do what the guy in England did, and withdraw his name voluntarily. Of course, this could be a false report.

There was a reporter interviewing folks on my local station about this last night. All of the people who said they thought it was OK had one thing in common.. they all said that the Bible was a pretty good historic document but that times have changed and it no longer applies.
I suppose that if they were right then a queer Bishop would be OK. If there are no longer any concrete standards for right and wrong, their opinion is just as good as mine.
However, Just as the terrorists that flew those planes into the towers were shocked in a twinkling of an eye, so will these folks.

My guess is that orthodox Episcopalians wanted this issue fought on the merits, that is: even assuming this gay priest is squeaky clean, he should not be made a bishop. If this priest's nomination is derailed becasue of his own conduct, unrelated to his out-in-the-open gay relationship, the underlying issue will remain unresolved.
