Lt. Gov. Cruz Bustamante got credit but did not have to attend a basic speech class at Fresno State in the late 1990s because a professor decided in 15 minutes or less that the Fresno Democrat would have earned at least a C based on his public utterances.

Is that a great topic or what? I did a paper in English 101 on that (about 15 years ago). Got an A out of that one, which wa a rarity for me.
Any questions on why that "A" was such a rarity? (I though not.)

As speaker of the Assembly, he also was a CSU trustee. Bustamante was speaker from December 1996 to February 1998. Impropriety, quid pro quo. Unethical conduct by an influential state elected representative, CSU, UC Regent receiving special treatment, ...to name a few.
Freshmen, transfer students, and older students clep class credits every day in every university. It's not special. It's common. Your prior courses and life experiences can frequently get you credit for knowing the core of a classes curiculum.
I don't even like Bustamante. I'm just pointing out, to be fair, that this "scandal" is a non-issue.
Yes, courses can be waived. I had a basic English course waived by taking all my upper division classes first. BUT the chair who waived me through had me in multiple classes and graded probably 20 papers from me: he knew my writing.
The professor cannot remember details or speeches Bustamonte made. As a politician and directly involved with the CSU regents, it doesn't really pass the stink test. His high profile had the school neding over backwardsto accomodate his graduation.
