Broadly (Berkhof, Systematic Theology, p 196-201) there have been 3 views held over the centuries: preexistence, creationism (souls created by God as needed) and traducianism (souls generated as part of the human reproductive process). All have problems. "In the early church the preexistence of souls was practically limited to the Alexandrian school" (the same folks, if you believe KJV-only-ist tales, who brought us the Revised Standard Version).
The verses cited have to do with God's sovereignty in the course of our lives.
