Actually, unless you are an ultra-montanist, even BXVI doesn’t speak for the ENTIRE Church. Their has rarely been a time when the Pope had dictatorial control over Church practice and doctrine, at least in terms of how it was implemented. The religious orders have always had a high degree of independence.
Well, in a practical sense you are right. As the Vicar of Christ, he has the authority to do so, but, on a practical basis, I doubt that any modern pope would have the ability to do so.
You have it. I have never heard an American bishop criticize the Mexican government in such terms. Mexicans are mostly decent folks, but their government is one of the world’s worst, and it is right on our border. One problem is that our elites are scared to death of revolution in Mexico. It would be Cuba with oil.
Cardinal Mahony has been perverting the Church’s Teachings and Mass for a very long time now and could care less for standing up against abortion or Obama care! He is in bed with socialists and Marxists.

The Holy Father speaks for the whole Church but on an issue by issue basis. He is more like a chief justice than a king or president. His decisions are binding, but his opinions are more guidelines than dictats. And he depends on a multitude of others to execute his decrees.
Well, he seems not to have a lot of admirers on FR. ;-)
