The man most likely to give Barack Obama fits on the way to Election Day is the newly birettaed Archbishop of New York. Affable, jolly and theatrical, Dolan deploys these genial weapons as the Catholic Church's point man in the battle against the Obama Administration's policies on contraception and abortion. The President barely won the Catholic vote in 2008; without an accommodation, Dolan could turn away enough voters to tilt a close election all with a smile.

Cardinal Dolan and the Catholic Church are NOT, I repeat ARE NOT, against Obama’s contraception. That is what Obama wants to deceive Americans into believing.
What we ARE against is the Obama’s government FORCING the Catholic Church and its entities from having to PAY FOR employees’ contraceptives and abortions as they are contrary to our Church’s teaching.
The matter is freedom from government intrusion into the practice of our faith guaranteed by the Constitution - a constitution that Obama loathes. But the new media does not want you to know the truth. Obama is a creep.

I wouldn’t stress that, as it becomes quite clear that the Church was quite willing to have other Catholic-owned businesses pay for this coverage for its employees, and apparently no larger issue with such things being included in the national ObamaCare plan to begin with. They just didn’t want it for THEIR Catholic-owned businesses.

Can you clarify this?
The main teacher of the Catholic faith in every diocese is the Catholic bishop: he is the one with the chief role of "Teach, Govern, Sanctify." Everyone has a share in this by their Baptism, but the bishop is the head guy as far as the Diocese goes.
So in that sense, the local church is defined as "the people of God in union with their bishop," and yes, the bishop speaks for the Church.
Having said that, the bishop's authority pertains only in union with the Pope, only in accord with Canon Law, and only in matters of faith and morals (plus ecclesial governance and discipline in his own diocese: the ordination and assignment of clergy, good order in the church, i.e. the correct conduct of the Liturgy and the Sacraments, etc.)
It does not extend to prudential secular judgment, e.g. political parties and candidates, movie reviews, better homes and gardens, foreign and military policy, business, sports, the weather, entertainment, the etc. etc. --- That's the sphere of the laity, and it's not the bishop's "job" (except inasmuch as it has salient moral content, i.e. those matters which are required by God, or forbidden by Him).
In secular, prudential judgments, the bishop does not represent the Church and does not speak for the Church. He has a right to his own opinion, like anyone with a brain; his own dollar, like anyone in the market; his own vote, like any citizen.

To the point of the discussion, which was the procurement of healthcare services and the political ramifications thereof, my position is that the Bishop speaks for himself only.
Yah. Broad outline: “Care for the sick” is right up here as an overall moral requirement; how to go about that, is a prudential judgment.
