Drivers licenses in Mexico are issued by the 31 states and the Federal District, with laws regulating identity requirements for those applying in each state being strict.
Typical are the regulations of Baja California, the contiguous state with California. In order to obtain a regular Baja California drivers license the applicant must know how to read and write, be over the age of 18 (student licenses are available for those over 16), and they must show an official photo and signed ID. Those forms of identification accepted include a Mexican passport, a federal or state voters ID or military identification.
Furthermore, applicants must demonstrate proof of residency through electricity, water, telephone and property tax bills that are less than one month old. They must also have a health certificate no less than one month old. And of course they must pass the requisite written and driving tests.

They buy fake licenses in Mexico just like they do here. In Mexico, whether your license is fake or real, you still have to pay the cop who stopped you the same sized bribe. In Mexico, however, drivers can't whine about racial profiling; they pay the bribe and move on.
The whole drivers license issue is bogus. It is legal to drive in the US with a Mexican driver's license, at least until you establish residency, just as it is legal to drive in Mexico with a US driver's license.
The illegal immigrants do not need a California driver's license to be able to drive. They need a California driver's license in order to pass for a legal resident.
I thought they just gave a bag of cocaine to the cops when they get pulled over down there.
I used to brag that I had never had to pay a Mexican cop, until one early Sunday morning I made a wrong turn onto an (empty) one way street.
Their traffic cops (on foot) waved me over to the side. Sure enough, my driver's license was two weeks expired, so they (and their friends started showing up about this time) shook their heads, tut-tutting, saying "you know, an expired license is a very serious offense back in the US" while I assured them that it was not. They wanted $200 to forget about it. I said I didn't have it, and volunteered to go with them to the police station. They said, how much do you have? Thirty dollars... Fine, that'll do.
I asked them for direction to where I was going, and a motorcycle cop, who had showed up by that time, escorted me across town to where I was going. Basically, I bought them breakfast.
The US paved the way for this years ago. Are you old enough to remember when our road signs actually had the word "curve" written? Now, that same sign has a kindergarden drawing of an "s" to indicate curve. These drawings and others were made for the illegals way back when.
