Already been tried in Liberia. The Americo-Liberians (descendants of freed slaves) are only 5% of the population yet they control the government and economy, such as it is after 150+ years of corrupt government and more than a decade of civil war. The hatred the native tribes have for their rulers runs long and deep.
If, for some strange reason, millions of black Americans tried to emigrate to their West African "homelands" today, they would be far less welcome than the European colonial powers were.
