Gerrymandering produces districts that are weighted racially to ensure representation of minorities. Once elected these representatives are supported by the democratic party so it is nearly impossible to get rid of them. They have their own caucus powerbase. Now that the dems have institutionalized this political party base they are finding that they as a party are more beholden to it than it is to them. Therefore they can’t govern for the country and the country is realizing this more and more.
