You're talking 14 Kilovolt lines at this stage (in most locales); THIS requires power company intervention.
MOST likely it's someone 'pulled' the meter for their office/floor (an easy prank) ...
Determine the extent of the outage - i.e., is it more than just your building?
If it is confined to your building, then: (1) contact the building maintenance personnel.
(2) contact the owner/landlord, explain the seriousness of the situation and his potential liability (ideally you should have an attorney make this call), ask him to make sure he knows where the power distribution diagrams for the building are located, and tell him you need an electrician on the site within 20 minutes.
(3) if you can get access to the distribution diagrams yourself, locate the main switchbox for the facility,
In any case, repare to contact the local police, and do not disturb any evidence, including fingerprints, that may be present anywhere that a deliberate sabotage has occurred.
Again, you first need to establish the extent of the outage.
Yes, generators are great. We use them every year to run radios and lights during Field Day. One has to be careful, though, that one gets nice sine wave power out of the generator.
In our area we have rental access to trailered generators that may do the trick. Perhaps a large local equipment rental company is close by.
I've got a 5KW Craftsman generator that I can move solo, but I'm not a small guy and it's a bit heavier than is comfortable.
This, of course, is more a function or what you plug into it; TOO many devices that 'peak rectify' the AC line (like DC power supplies) and you end up with a distorted AC waveform ...
Don't forget the armed guards to watch the cable as well ;)
