Notice how he throws the "human rights" part in there? It will be used to justify the amnesty he isn't talking about.
He doesn't have to use the word amnesty. He just has to say he is supporting human rights - ala Jimmy Carter

Guest workers would be permitted to pursue permanent residence and citizenship under the Bush proposal. And their years of lawbreaking will not be penalized under United States code. They will pay a one-time fee instead of being charged as an illegal alien. Their employers will similarly be excused from criminal prosecution for the crime of hiring or harboring illegal aliens. This is an amnesty plan.

Did you want to explain to me where he is calling for blanket amnesty?
And futher, note this:
All who participate in the temporary worker program must have a job, or, if not living in the United States, a job offer. The legal status granted by this program will last three years and will be renewable -- but it will have an end. Participants who do not remain employed, who do not follow the rules of the program, or who break the law will not be eligible for continued participation and will be required to return to their home.
Under my proposal, employers have key responsibilities. Employers who extend job offers must first make every reasonable effort to find an American worker for the job at hand. Our government will develop a quick and simple system for employers to search for American workers. Employers must not hire undocumented aliens or temporary workers whose legal status has expired. They must report to the government the temporary workers they hire, and who leave their employ, so that we can keep track of people in the program, and better enforce immigration laws. There must be strong workplace enforcement with tough penalties for anyone, for any employer violating these laws.

They have to be EARNED; that's not blanket amnesty. You're right. I never said it was a blanket amnesty. I said it is a form of amnesty. The lawbreakers (the border intruders and their employers) will not be penalized under criminal codes as they would/should if this plan is not enacted. That is a form of amnesty. Nor will they have to travel back to their country of origin to apply as all of the LEGAL immigrants stand in line to do. That is a reward. This plan is a form of amnesty that rewards lawbreakers.

Bush got 42% of the Hispanic vote nationally, and in Florida he got 80% of the cuban vote. The response of the republican party in the coming years to Bush's policy can EASILY expand that margin. At WHAT COST!!!?

It wasn't quite "Read my lips," but in the last presidential debate in Arizona, George W. Bush clearly stated that he would not support amnesty for illegal aliens... I don't think he's about "blanket amnesty."
