And the case you're citing from is?

Actually, government does actively solicit in drug, prostitution and other organized crime cases.

So you know about these secret polls how? Do they come to you in dreams? Voices whispering in your ear? Revealed in newspapers by your secret decoder rings?
Look, I realize you like to cite evidence that does not exist. I would too. It makes saying ludicrous things easier. But after the initial amusement, it makes discussing things with you quite boring.
