Turnover still alot lower than it was when Clinton was in office.

Very well said! I am really enjoying this as there are cabinet positions I am sure he would have filled differently under more favorable election returns in 2000. Now he has his mandate and his cabinet will be reflective of his agenda!

Both Reagan and Clinton had atleast 8 people who didn't come back for term two. One of them had 9, I forget which. This is not uncommon for two term presidencies.

Of the 14 cabinet level positions, Clinton only retained 4 for his full 8 years in office:

Reno - AG
Babbitt - Interior
Shalala - HHS
Riley - Education

Before the election Tom Ridge said he was burned out and wanted to go back to PA (and make a million bucks to send his kids to college...well, he didnt say THAT exactly!)
