Republicans Squaring Off Over Bush Plan on Immigration

WASHINGTON, Jan. 26 - The battle within the Republican Party over immigration policy was joined Wednesday as President Bush vigorously promoted his proposal for a guest worker program and conservatives in Congress introduced an alternative proposal to tighten immigration restrictions.

At a news conference, President Bush said again that he considered his guest worker proposal "a priority" even though Senate Republicans left it off their list of top goals. "A program that enables people to come into our country in a legal way to work for a period of time, for jobs that Americans won't do, will help make it easier for us to secure our borders," Mr. Bush said, adding: "I know there is a compassionate, humane way to deal with this issue. I want to remind people that family values do not end at the Rio Grande border."

Party conservatives, however, have strenuously opposed a guest worker plan since Mr. Bush introduced the idea in 2001, even staging a losing revolt over its inclusion in the party platform at the 2004 Republican convention. Many conservatives call the president's ideas "amnesty" - a term Mr. Bush disputes - because his plan includes ways for currently illegal immigrants to obtain temporary worker permits.

On Wednesday afternoon, Representative F. James Sensenbrenner Jr., the Wisconsin Republican who is chairman of the House Judiciary Committee, again introduced a measure to block illegal immigrants from obtaining driver's licenses.

At a news conference, he said the committee would not consider other immigration proposals, implicitly including the president's, until his own measure passed. A similar measure was removed from a bill to enact the recommendations of the 9/11 Commission last year. Senator Jon Kyl, Republican of Arizona, is expected to introduce a driver's license restriction this year.

Mr. Sensenbrenner said his bill was primarily directed at border security, distinguishing it from other changes in immigration policy. "Immigrants are not terrorists, except a few of them," he said. "The legislation that was introduced today is designed to get the bad apples out of the barrel before the barrel was spoiled."

He said a group of House Republicans had written a letter to Mr. Bush urging him to provide full financing for provisions in last year's antiterrorism bill doubling the number of border patrol agents and tripling the number of beds for detaining illegal immigrants over the next five years. The Department of Homeland Security said recently that it was planning a smaller increase in financing, drawing the ire of advocates of tighter immigration laws.

Asked about the president's proposal, Mr. Sensenbrenner said his committee was "going to be plenty busy with other priorities, a lot of which are the priorities of the White House."

In an interview, Representative Chris Cannon, a Utah Republican who supports the president's plan, said a guest worker program would not amount to an amnesty because it would include a monetary penalty for currently illegal immigrants. "The people who want to kick them all out are not reasonable people," he said.

But Representative Tom Tancredo, Republican of Colorado and chairman of the Congressional immigration caucus, vowed to defeat any program that in his view would reward lawbreakers, even questioning the president's motives. "Could it be just the corporate interests, the money interests that rely so heavily on cheap labor?" he asked

Why has Bush ordered the Iraqi border sealed during the Iraqi elections, but says our southern border is impossible to protect?

this is my hot button issue.....

It is the hot button issue of most of us in California and the other border states. We're getting the brunt of this invasion, and we're paying big bucks for it, not millions, but BILLIONS. Enough is enough!

He can take his compassion and shove it where the sun doesn't shine!

At least half of the border patrol should be arresting employers and deporting the illegals that work for them after fining and giving them a jail sentence

I think we need to make Congress and the President do what they swore to do, to defend the Constitution and the U.S.A., instead.

Unfortunately, Congress is NOT going to stand up to the President. A few will, but not enough to make a difference. We've got too many CFR/globalists in our government.

Only a very vocal few and only because the Old Media will give them publicity for opposing President Bush. Isn't it odd that the NY Times and Washington Post are leading the crusade against illegal immigrants?

What a stupid statement. There isn't anything in this bill that culls terrorists from laborers.

The only reason the anti-immigrants want to deny drivers' licenses to illegals is they think that will give citizens a competitive advantage in the job competition.

But if anyone can't compete with an illegal immigrant for a job now, this bill won't make any difference. In a non-union state you can't force employers to hire bad workers. They'll just relocate to a business-friendly state. If we cripple American businesses enough they'll just relocate over seas.

and I heard today that Feinstein above all people is bringing up a bill that will reimburse Cal from the 500 million to 1 billion for illegal alien prisoners etc. bout time we get more money back from the feds for the money we pour into illegals.

Mine too... Make the fine sting for employers with a 25,000 fine per illegal they hire. Then enforce it.

Feinstein?? That's a shocker! I still think the bills should be sent to Vicente Fox with a big "PAY NOW" sticker. American taxpayers should not have to pay these huge bills, and shame on George W. Bush and those who preceded him for allowing this mess.

Agreed.

Bush is a good man but, he is totally off the mark on this immigration thing. I'll never support worker program. Catch the illegals and drive their asses back to mexico.

So, people who don't believe in giving legal documents to people who break our laws to get here are anti-immigrant?

Immigrants are an asset, however, tens of millions of ILLEGAL immigrants are an unsustainably crushing burden.

We need to tighten controls on immigration and better protect our borders. And try to remove as many illegal aliens as we can. Its both a national secrity and quality of life issue. Sure we'll pay a few cents more for groceries and restaurant meals. But what's more important - keeping prices low or keeping our country safe? I'd gladly pay a little extra to make sure another 9/11 never again happens here.

This has to be the most asinine statement. A monetary penalty doesn't do squat to undo the damage illegals cause American citizens. Bush's plan also enables terrorists to hide behind legitimacy.

OK then, I am not a "reasonable person". I want them ALL kicked out and ALL their assets in this nation forfeited to he government to pay their bills. There is no other crime where one gets to keep the fruits of the crime. Why should this be any different?
