Actually, the budget increases funding to support an additional 210 border patrol agents. As with all government programs, this "cut" is based on a projected future level, not an actual current level.

The reasoning is that, if it passes, Bush's amnesty plan (which, by the way, isn't an amnesty -- in the same way that "is" no longer means "is", and "alone" no longer means "alone"), will be so successful in solving the illegal immigration problem, that we'll no longer need a Border Patrol.
