An Interior Ministery spokesman said "friendly fire" may have been the cause. "We have no reason to say it's a hostile attack," he said.
"There is a big possibility that it was a friendly fire by mistake.
"Several such mistaken friendly fire has been reported there in recent days."
Iranian TV has been ALL OVER the map on this one.

Only a mostly empty one can "explode." The part that explodes is the fumes. The auxiliary fuel tanks that a plane would drop would contain a little fuel and a lot of fumes, just the right mixture for a nice explosion and a very small fire.
A full fuel tank would burn, but not explode. Of course, if a full fuel tank hit the ground hard enough, the fuel would mix with air (oxygen) and explode.

Disposable wing tanks to increase range have been used on fighter and light bomber aircraft since WWII. They figured heavily in the use of P-51 Mustangs to escort B-17s deep into Axis territory, for instance.
