Yeah, but the Prez at the time changed his mind and wanted the whole thing. We should have done it then. Yes, that is true -- and not very well known. When the Army had Mexico City under occupation, lots of members of Congress (mostly southern) wanted us to annex the whole thing. Had someone else been in office rather than President Polk, it might have turned out differently.

From what I read in Gone for Soldiers, Polk changed his mind and wanted all of Mexico, but the head of the US delegation ignored his requests, such as communication was back then.
Then again, that is just an historical novel, but I don't Shaara would have made that point up.
