Senate Debate on Nominations Today the Senate resumes debate on the nomination of Texas Supreme Court Justice Priscilla Owen to the Fifth Circuit U.S. Court of Appeals. Mr. CORNYN. I ask unanimous consent that when the Senate completes its business today, it stand in adjournment until 11:30 a.m. on Monday, May 23. I further ask that following the prayer and pledge, the morning hour be deemed expired, the Journal of proceedings be approved to date, the time for the two leaders be reserved, and that the Senate then return to executive session and resume consideration of the nomination of Priscilla Owen to the Fifth Circuit Court of Appeals, provided that the time from 12 noon until 1 p.m. be under the control of the majority leader or his designee and, at 1 p.m., the Democratic leader or his designee be recognized; provided that floor time then rotate between the two leaders or their designees every 60 minutes until 4 p.m., at which time the majority leader or his designee be recognized until 4:45 p.m., to be followed by the Democrat leader or his designee from 4:45 p.m. until 5:30 p.m.

Mr. CORNYN. Mr. President, on Monday, the Senate will resume consideration of the nomination of Priscilla Owen to serve as a circuit judge on the Fifth Circuit Court of Appeals. Monday will be the fourth consecutive day the Senate considers the Owen nomination.

Over the past 3 days, a number of Members, on both sides of the aisle, have come to the floor to speak on the nomination. We have conducted over 25 hours of debate, and we will continue on Monday. Moments ago, we filed a cloture motion on the nomination, and that will ripen on Tuesday of next week.

On behalf of the majority leader, I remind my colleagues the leader has announced our next rollcall vote will occur Monday afternoon at 5:30. That vote will be on a motion to instruct the Sergeant at Arms to request Senators' attendance. Senator Frist will have more to say about next week's session on Monday.

Does anyone know is Harry Reid really giving a 90 second pitch (address) to the nation tonight over this? (Saying / lying about how GWB is trying to gain more power than any President in history by stopping filibusters).

Are the networks actually covering this address?? (They don't even cover all of GWB addresses...I can't believe they will give Reid 90 seconds of air time). But I read this in a Reuters or AP story earlier.

Thanks for the ping, but it's hard to keep up with the thread on dialup when there's a gazillion irrelevant images being posted on the LIVE thread.

You might want to disable images in your browser for this thread:

Actually, there hasn't been a cloture vote on the Priscilla Owen nomination during this session.

I guess what I'm saying is that in the eyes of the public, these nominees should get an up or down vote, but right now, support for the "nuclear option" is pretty thin overall.

Why not say, "This cloture vote is on closing debate on the Owen nomination. If it passes, we will vote on the confirmation of Priscilla Owen. If it fails, we will debate for two more days and have another cloture vote. But we won't move on to other business until the Owen nomination is disposed of. No rules changes will be made immediately after this vote."

If you do that, the Dems don't get any hope that they can damage the Republicans with the "nuclear option" if they vote against cloture. Actually, during this debate, the Republicans should have concentrated on the merits of Priscilla Owen and on the duty of the Senate to provide advice and consent, and on the past statements of all the Dems about how judicial appointments shouldn't be filibustered. But we've had a week primarily debating the rules of the Senate.

Personally, I think if the debate is presented right, a continuation of the filibuster will hurt the Dems more than the Republicans right now. And the "nuclear option" can definitely hurt the Republicans in the long run. If that is presented as a "power grab" by the media, it could hurt a lot.

Having said that, I expect the Dems would rather have the "power grab" rhetoric on a SC nominee than on Priscilla Owen.

I am almost fearful of posting this thought, but in listening to the ever-rising level of invective and vituperation directed against Brown and Owen, after they are confirmed, I am becoming concerned for their safety. I trust proper securiuty measures will be taken to protect them.

Quite a bit of arrogance today. I am well aware of the majorities under LBJ and Byrd. And the one in between. I can't remember his name. LBJ's majorities were rather shallow. But he was an arm twister. Bill Frist could have gone and campaigned for Pat Toomey to get rid of Specter, who is never on the conservative side, but Senate Comity prevailed. Use a little of the power he holds. Strip Chafee and Voinovich of their committees if they don't tow the line. That's what LBJ would have done. We've never done that, and we end up with people like Jeffords and Specter who will stab conservatives in the back every time.
