This is a review of the performance of George W. Bush in tight times in this nation. It might explain the single solitary most catastrophic collapse of American government in all of our times. Mark ye well. This was the week when we turned a major American city into Haiti, and racism put its hand out and started to choke a nation, and it may not let go.
With the water coming from the sky and the bottom of the sea, driving with such ferocity that a major American city, New Orleans, followed its face into the water, George W. Bush was at North Island in Coronado, Calif., speaking to a blindingly white audience of 9,000 sailors in uniform.
At the hour, blacks were drowning in New Orleans. Blacks pushed through water that was up to their chests and was thick with the rawest sewage of a major city. Blacks were on rooftops begging to live. Wherever cameras swept, the only thing that was white was a towel being waved by a black woman begging for help, while the tiny black legs of a baby dangled from her shoulder.
Bush was in white Coronado to speak to a military audience on the anniversary of V-J Day.
Get those sailors in their whites clapping.
He barely seemed to understand there was a hurricane for the first three days. He was in Coronado, outside San Diego, and in his speech, he managed to mention New Orleans, by saying that people should not return to their homes until rescue crews could do their work.
Nobody had to be told not to return to their homes because they don't have homes to return to, and no bus fare to go anywhere.

Just darn. Move all black people to Coronado immediately. What is this writer even attempting to say? When a disaster hits, what is Bush supposed to be doing? He shouldn't be meeting with schoolchildren, or meeting with sailors. What is the appropriate thing for him to be caught doing? And 70% of the citizens of NO were black. Why did this writer and countless others only expect/want white people to be found trapped on rooftops?
Brilliant, keep blaming other people for your own failures so you can avoid dealing with the real solution.

Hurricane evacuation planning is made more difficult for the City, due to the large percentage of residents without access to a private automobile. Only 27% of Orleans Parish residents evacuated the city during Hurricane Georges, while 45% of Jefferson Parish residents evacuated. Orleans Parish residents were more likely to stay during a storm for lack of transportation, financial resources or a tendency to ignore evacuation warnings. Evacuation is also closely related to income. During Hurricane Georges only 16% of those with incomes below $25,000 left town, while 54% of those with incomes over $80,000 left. (Evacuation Behavior in Orleans and Jefferson Parishes During Hurricane Georges, University of New Orleans Survey Research Center, 1998.)
In addition to those unable to afford vehicles or transportation there are the disabled, hospitalized, elderly and incarcerated who would not be able to drive from the area. Development of alternative means for citizens to leave the area is crucial. RTA provides transportation for citizens to shelters and places where out of town transportation may be obtained, but has no provision to use its buses to evacuate citizens out of the city. While the RTA has expressed a willingness to assist in emergency evacuation, a regional cooperative agreement with other jurisdictions is needed. Visitors and some residents may choose commercial transportation, but at some point commercial bus, rail, and air transportation out of the city will not be available. Greater involvement of local churches, businesses and non-profit groups in providing transport and assisting people without their own transportation or with special needs is needed.

Although the region supposedly can be evacuated in 72 hours, difficulty in predicting storm landfall can cause a delay in ordering such an evacuation. Hurricane advisory rules have recently been changed from a 3 day advance storm notice to 5 days. This added time should increase preparedness and promote a more timely and orderly evacuation. Such action promotes safety by educing roadway congestion and exposure to poor weather and roadway conditions.

The main responsibility and authority for operational aspects of evacuation in Orleans Parish lies with the Office of Emergency Preparedness (OEP) within the Chief Administrative Office of the City. The authority to make the final decisions related to an evacuation rests with the Mayor of New Orleans.

There were two levee breaches. There was a breach in the 9th Ward during the hurricane. There was another breach on the 17th Street/Industrial Canal late Monday night that was reported first at 2:30AM on CNN.

It's simple. Dems see more and more blacks moving into the middle class, becoming business owners and home owners. Typical profile for the GOP and they need desparately to drive a wedge between us.
Bush's hands were tied until the governor gave the OK. She refused to do it because she didn't like Bush. She let people die until she finally gave up and let Bush take over.
It'll all come out in the wash. The left has a tendency to knee jerk and blame Bush for anything, but none of it ever sticks because they're always full of crap.
