The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

TASK FORCE BAGHDAD PATROLS STOP BOMB ATTACKS

BAGHDAD, Iraq – During combat operations in and around Baghdad Oct. 27-31, Task Force Baghdad Soldiers continued to aggressively engage terrorists plotting attacks against Iraqi civilians, Iraqi security and Coalition forces.

Soldiers on patrol disrupted several potential attacks, finding and destroying improvised explosive devices before they could be detonated by terrorists.

On Oct. 29, Soldiers assigned to the 3rd Battalion, 7th Infantry Regiment, 4th Brigade Combat Team reported finding two vehicle bombs in south Baghdad. The first truck contained four 122-millimeter rounds and the second vehicle contained three 130-millimeter rounds and two 122-millimeter rounds. An explosives ordnance disposal team was summoned to the scene to disable the explosive charges. Three suspects were detained for further questioning about the bombs.

In an Oct. 28 incident, another Task Force Baghdad patrol south of Baghdad spotted three suspicious individuals crouched by the side of the road next to what appeared to be a pile of dirt. When the U.S. Soldiers approached, the three terrorists jumped into a truck and tried to get away. They were quickly stopped by the Soldiers who searched the vehicle and found detonation cord.

The individuals were detained and told the Soldiers they had nothing to do with the “pile of rocks” on the side of the road. When the Soldiers approached the dirt mound, they saw a 155-millimeter round sticking out. To protect Iraqi citizens in the area, they cordoned off the area. An explosive ordnance disposal team later destroyed the bomb.

Immediately after a patrol from 3rd Bn., 7th Inf. Reg. struck an IED in south Baghdad Oct. 27, they detained three individuals who were seen running into a nearby house. When the Soldiers searched the premises, they found bomb-making materials. No U.S. Soldiers were injured in the IED attack.

In other combat operations:

Two were detained Oct. 30 by a U.S. patrol north of Baghdad after they were found with bomb-making material, including a blasting cap and two mortar rounds.

Soldiers from 3-7 Inf. detained three terror suspects during a cordon and search in western Al Rasheed Oct. 31.

In a separate operation, Iraqi elements from the Wolf Brigade captured 15 suspected terrorists in Al Dora during the early-morning hours of Oct. 31.

Soldiers from 3rd Squadron, 3rd Armored Cavalry Regiment discovered two roadside bombs during route clearance operations Oct. 30. An EOD team disarmed the bombs and determined the devices were made from four 125-millimeter artillery rounds and two anti-tank mines.

SECURITY FORCES TAKE MORE WEAPONS AND TERRORISTS OFF THE STREETS IN NORTHERN IRAQ

MOSUL, Iraq –Task Force Freedom operations in northern Iraq netted 11 terror suspects and confiscated weapons and ammunition Oct. 28-31.

Soldiers from Task Force Freedom killed two terrorists and wounded another after being engaged with rocket propelled grenade and small arms fire hospital in northern Iraq Oct. 31. Soldiers evacuated the bodies to a local hospital. The unit searched the vehicle, discovering AK-47’s, a machine gun, hand grenades, and ammunition. Soldiers from 503rd Military Police seized a cache consisting of rolls of detonation cord, rocket propelled grenades and mortar rounds, a mortar tube, an improvised rocket launching tube, and 3,000 rounds of small-arms ammunition in eastern Mosul. Soldiers from 2nd Squadron, 3rd Armored Cavalry Regiment seized a cache consisting of weapons and magazines, 200-7.62 linked rounds of ammunition, and 300 rounds of 9-millimeter ammunition in Tuaim.

In eastern Mosul Oct. 30, Soldiers from 4th Battalion, 23rd Infantry Regiment detained four terror suspects during a raid. Soldiers from 3rd Armored Cavalry Regiment detained an individual identified as wanted in connection with the death of an Iraqi Policeman. Soldiers from 1st Squadron, 3rd Armored Cavalry Regiment detained three more individuals identified for involvement in improvised explosive device activity and detained another individual suspected of terrorist activity during separate cordons and searches in Tal Afar and Tal Hajar. Soldiers from 2nd Squadron, 325th Airborne Infantry Regiment detained two individuals suspected of terrorist activity during a cordon and search in Tal Afar.

Task Force Freedom Soldiers engaged and wounded two terrorists attempting to flee during a vehicle pursuit in central Mosul Oct. 29.

Soldiers from 1st Battalion, 17th Infantry Regiment seized weapons, scopes, and loaded magazines during a search in western Mosul Oct. 28. Weapons caches were confiscated for future destruction.

500 SECURITY DETAINEES RELEASED FROM ABU GHRAIB

ABU GHRAIB, Iraq — In the spirit of Eid al-Fitr, a day of rejoicing that marks the end of the holy month of Ramadan, the Iraqi Government requested a special release board and worked with Multi-National Force-Iraq to expedite the release of approximately 500 security detainees from Abu Ghraib Nov. 1.

These detainees were selected for release following a careful and thorough review of their files by a special Iraqi-led review board which determined they had not committed serious crimes against Iraqi Forces, the citizens of Iraq or Coalition Forces.

Deputy Prime Minister Abed Motlaq Al-Jabouri, the Minister of Justice, Mr. Abdul Hussein Shandel and the Minister of Human Rights, Ms. Narmin Othman, were present for the release to emphasize the importance of being a good Iraqi citizen and provide support to the Iraqi government.

The special review board carefully reviewed detainee files and voted to release those not guilty of serious, violent crimes such as bombing, torture, kidnapping or murder. These detainees have confessed to their crimes, renounced violence and pledged to be good citizens of Iraq.

This release is an acknowledgment by the Iraqi government and MNF-I of the importance of the holy month of Ramadan and Eid al-Fitr, the day of joy and thanksgiving. The Iraqi government and MNF-I decided to release the detainees to allow them to be with families and loved ones on this day to help in the process of building a new Iraq.

This release marks another milestone achieved in the Iraqis’ progress toward democratic governance and the rule of law.

TERRORISTS CAUGHT AFTER FIRING AT U.S. SOLDIERS

BAGHDAD, Iraq -- Task Force Baghdad Soldiers detained four terrorists during combat operations in western Abu Ghraib Oct. 31.

The Soldiers from 1st Squadron, 11th Armored Cavalry had set up a tactical control point when a vehicle approached and opened fire on the 1/11th Soldiers.

The U.S. Soldiers returned fire and engaged the terrorists, detaining three and wounding one, who was immediately transported to the Abu Ghraib Internment Hospital for treatment. All four are currently in custody.

The terrorists were armed with small arms and ammunition. The Soldiers also discovered electrical equipment, tape, wires, and tools in the vehicle.

There were no injuries or damages to U.S. forces or equipment.

Libya

This Public Announcement extends the Public Announcement issued on August 1. It continually reminds Americans of the current security situation in Libya and to provide contact information for the U.S. Liaison Office in Tripoli. The United States Department of State continues to warn U.S. citizens traveling to Libya to exercise caution. This Public Announcement expires on January 5.

The U.S. lifted restrictions on the use of U.S. passports for travel to Libya in February 2004. While Libya has taken steps to cooperate in the global war on terrorism, the Libyan Government remains on the U.S. Government’s State Sponsors of Terrorism List.

Recent worldwide terrorist alerts have stated that extremist groups continue to plan terrorist attacks against U.S. interests in the region. Therefore, any American citizen who decides to travel to Libya should maintain a strong security posture by being aware of surroundings, avoiding crowds and demonstrations, keeping a low profile, and varying times and routes for all required travel.

In June 2004, a U.S. Liaison Office opened in Tripoli. There is no consular officer included among the staff. At present, the Consular Section of the Liaison Office no longer operates out of the Belgian Embassy and is in the process of relocating. During this time public office hours are suspended. American residents in and visitors to Libya needing emergency assistance may contact U.S. personnel by telephone (091-220-0125) and email consulartripoli@yahoo.com).

Most U.S. economic sanctions on Libya were lifted on September 20, 2004. Technologies and goods on the Department of Commerce Export Control List must be licensed by the Department of Commerce for export to Libya.

Travelers should be aware that credit cards and checks drawn on U.S. banks generally are not accepted in Libya, and should be prepared to engage in cash-only transactions while in Libya.

Americans who travel or reside in Libya are strongly encouraged to register through the State Department's travel registration website, https://travelregistration.state.gov. There was a Dr on with Shep Smith today who said first of all there is no vaccine for bird flu, no American manufacturer will produce any kind of vaccine because they don't want to be sued. That's why we rely on foreign manufacturers for our flu shots each year.

Secondly, Tamiflu [made by Roche, another foreign manufacturer who has the patent on this drug] one of only two drugs that can treat flu has shown to be ineffective in some strains of the bird flu which is why the death rate is so high. And most importantly the flu virus mutates. The flu is in birds so making vaccine in chicken eggs as they do now will be difficult if not impossible. It will be easier and more can be produced using some sort of DNA method to produce a new flu vaccine, but we need to know what the strain is at the time. Much like with ordinary flu, each year they produce vaccine for the strain they think will hit us.

I just wonder why the President felt it necessary to get into this discussion about 3 weeks ago and now today with the big dollars. I just wish they would also work on the local level to figure out how to make sure everyone will get the shot or treatment in the first 24-48 hours which is mandatory once you contract the flu. Considering their inability to get water to people after a hurricane I am skeptical things will go smoothly. If it's another FEMA mess then there will be a lot more dead people than in New Orleans.

The prince recently met all five men who were arrested by US agents
in Afghanistan and detained at the base in Guantanamo Bay. The
decision to provide these men with bonuses is part of the prince's plan
to support and ensure a smooth re-entry into society for the former
inmates and to try and deter them for any further involvement with
radical groups. <<<<<<<<

Is this the same prince, whose wife was supporting terrorists/and/wives during 9-11?

Damascus to get Russian SA-18 -
effective against low-flying craft.


Russian president Vladimir Putin and Syrian president Bashar Assad, who
arrived in Moscow Monday, January 24, will sign a $70 million deal for the sale of
20 SA-18 Igla-S batteries mounted on Armored Personnel Carriers. One of the
most effective missiles against low-flying aircraft on the market, the SA-18 is
manufactured at the Russian KBM factory near Moscow.
The sale culminates intense quiet exchanges conducted by the US Pentagon
and State Department with the Kremlin and Russian defense ministry to prevent
the sale to Damascus of the shoulder-launched version of the SA-18 for fear it
falling into the hands of Iraqi guerrillas and Hizballah terrorists.
Washington accepted the APC-mounted compromise despite Israel’s
complaints. Although 20 batteries do not present a major headache for the Israeli
air force, their mobility makes them difficult to target and limits the
maneuverability of Israeli planes in Syrian airspace as a deterrent to Damascus
war or terror initiatives. The Igla-S is also effective against small targets like
reconnaissance drones, helicopters and cruise missiles. Missile experts report
that when fired against fighter craft an Igla-S has the effectiveness of two
missiles fired in a single round – or five missiles when launched against a cruise
missile.
This is Syria’s second important arms purchase in recent months. DEBKAfile’s
military sources were first report its acquisition in East Europe of Kornet AT-14
anti-tank missiles. This purchase provoked a warning from Washington that if this
weapon should turn up in Iraq or Lebanon, America will be free to take military
action.
DEBKAfile’s military sources now reveal that the Syrian missile sale is integral
to the Kremlin’s new, broad strategic initiative that encompasses secret military
assistance to Tehran as well as its overt deals with Damascus. Moscow’s
objective is partly to secure its investment in Iran’s nuclear center at Bushehr on
the Persian Gulf against the fate of the Saddam Hussein’s French-built Tamuz
nuclear center which the Israeli air force bombed out existence 24 years ago.
In the second week of January, Russian defense minister Sergey Ivanov spent
five days in Washington setting up the February 24 summit meeting between
Presidents George W. Bush and Vladimir Putin in the Slovak capital of Bratislava.
That same week, DEBKA-Net-Weekly 189 revealed that Russian experts from
the Raduga OKB engineering group in Dubna near Moscow had just completed
the installation of two advanced radar systems around the Bushehr nuclear
reactor on the Persian Gulf.
These improved mobile 36D6 systems, Western codenamed Tin Shield, were
custom-made to upgrade the air defense radar protecting Iran’s key nuclear
facilities from American or Israeli aerial, missile or cruise missile attack.
If that was all, it might have passed without too great a hullabaloo.
However, the fat hit the fire when the Russians were discovered to be building
the same system at Iran’s uranium enrichment plants for military purposes in
Isfahan in central Iran. It was taken to mean that Moscow has undertaken to
secure all of Iran’s nuclear industry from top to bottom – from the installation of
sophisticated equipment to military planning and operational cooperation -
against American or Israeli attack. Moscow has thus placed a serious impediment
in the path of any American and Israel military action to curb Iran’s nuclear
armament. This Russian-Iranian cooperation looks like the harbinger of
geo-strategic understandings in other places like Afghanistan, India, Iraq and the
Persian Gulf.
Already, the Russian military umbrella over Iran is emitting diplomatic signals.
And that is not all.
On January 12, the day Russian radar was finally installed at Bushehr and
Isfahan, the Kremlin leaked word of a large-scale arms deal afoot with Syria for
the delivery of advanced SS-26 road-mobile Iskander-E surface missiles -
successor to the Scud, whose 480-kilo multiple warhead can dodge air defense
radar systems and electronic jamming - as well as surface-to-air SA-10
(“Grumble”) and SA-18 (“Grouse”) shoulder-launched missiles.
The first can engage several targets at varying altitudes simultaneously
including raiding aircraft and cruise or tactical missiles. The SA-18 is an improved
version of the Strela with a 2-kilo high-explosive warhead fitted with a contact
and grazing fuse, aerodynamic improvements, extended effective range and
greater speed. The SA-18 has a maximum range of 5.2 km and maximum
altitude of 3.5 km.
Sale of this missile package was not expected to go through in its entirety -
certainly not the Iskander. The shoulder-launched version of the SA-18 was
deemed too flagrant a provocation for Washington to tolerate in view of its
applications for Iraqi insurgents and Hizballah terrorists. The leak was therefore
intended as a partial red herring to camouflage Moscow’s real plans.
What really worries Washington and Jerusalem is the possibility of Assad and
Putin putting their heads together on the same 36D6 radar system Moscow has
supplied Iran.
Our military sources describe the Tin Shield 36D6 as a mobile radar system
designed to detect air targets and perform friend-or-foe identification. It is highly
effective in detecting low, medium and high altitude targets moving at almost any
speed, including winged missiles and American or Israeli cruise missiles. It is
capable of providing the target and bearing of active jamming, as well as
integrated computer-aided systems of control and guidance of anti-aircraft
missile complexes.
Tin Shield can operate independently as an observation and air detection post,
as part of computer-aided control systems or as an element in an anti-air guided
missile complex, where it carries out reconnaissance and targeting.
If Syria gets this sophisticated system, a Russian-coordinated
Iranian-Syrian-Lebanese radar barrier will rise with three serious consequences
that go beyond the balance of strength in the Middle East:
1. The 36D6 radar system deployment, if acquired by Syria as well Iran, will
confine US aerial operations in Iraq to a narrow corridor hemmed in by
sophisticated Russian radar and reconnaissance systems.
2. Its deployment at nuclear sites in northern Iran near the Afghan border will
obstruct any American air operation mounted from the north against Iran from
Afghan bases, while the Russian radar system’s presence in Syria will hinder an
American or Israeli strike against Iran from the west.
3. Moscow’s military backing for Iran and Syria is tantamount to sympathy for
their diplomatic postures and extends to their sponsorship of Hizballah and
Palestinian terrorist organizations. First overt indications of Moscow’s new
direction surfaced in an official Russian foreign ministry denunciation last week,
the first since the 1990s, of the American threat of new sanctions against Syria
for sponsoring “freedom fighters” – Syria’s term for Palestinian terrorist
organizations like Hamas and the Jihad Islami.
How far the Kremlin intends to take its new policy thrust in the Middle East will
become clearer after the Assad-Putin talks in Moscow this week and the
Putin-Bush Bratislava summit in a month.

Pentagon: Top al-Qaida Operative Escaped

A man once considered a top al-Qaida operative escaped from a U.S.-run detention facility in Afghanistan and cannot testify against the soldier who allegedly mistreated him, a defense lawyer involved in a prison abuse case said Tuesday.

Omar al-Farouq was one of Osama bin Laden's top lieutenants in Southeast Asia until Indonesian authorities captured him in the summer of 2002 and turned him over to the United States.

A Pentagon official in Washington confirmed Tuesday evening that al-Farouq escaped from a U.S. detention facility in Bagram, Afghanistan, on July 10. The official spoke on condition of anonymity because of the sensitivity of the information.(snip)
